A city speaks a design language — material, frontage, roofline, the way a building meets the street. The programme encodes that language so an agent can check a submission against it. The hard part was not writing the rules; it was drawing the line between what the design language may decide and what belongs, immovably, to statute.
The scope boundary
what it may — and may not — decideHeight, FAR, plot coverage and setbacks are set per plot, not per street, and they arrive on the affection plan from Dubai Municipality. The engine therefore cannot be the source of quantitative envelope limits — it is a narrowing overlay within the affection-plan envelope. Confuse the two and the guardrail is contradicted by the first affection plan it meets.

The five urban centres
Dubai 2040 — official characterThe 2040 plan gives each centre a named functional character — the legitimate basis for a differential design language. Three exist today; two are new.
- Deira & Bur Dubai
- Historic areas that celebrate Dubai's history and preserve its culture and heritage.
- Global economic & commercial centre
- Encompasses DIFC, Sheikh Zayed Road, Downtown and Business Bay — wider than the “Downtown and Business Bay” shorthand, and it contains a split-authority jurisdiction (DDA issues the permit inside DIFC).
- Dubai Marina & JBR
- Tourism and entertainment centre — a global destination for leisure and hotel activity.
- Expo 2020 Centre
- New. An economic growth hotspot built on exhibitions, global events and integrated logistics.
- Dubai Silicon Oasis Centre
- New. A knowledge-and-innovation centre positioned to attract talent.
A correction the charter needed: the second centre officially includes DIFC and Sheikh Zayed Road. Because DIFC is permitted by DDA, the design-language zone boundary and the permitting-authority boundary are not the same line — two independent spatial indexes, and a real coordination trap if treated as one.

- Defined in Local Order No. (2) of 1999 as total floor area divided by plot area. FAR has a legal Dubai definition — the engine must use it exactly and never import an external one.

- The DBC exists to “unify building design across Dubai” and sets minimum requirements for health, safety, welfare, environmental impact and sustainable development.

- Max height (m) = (floors incl. ground) × 6 m — e.g. G+10 → 66 m. Drawn from a secondary reproduction of DBC Part B, not the official PDF. Flagged for verification before it is encoded as binding.
- Facade / fire-spread couplingMedium confidence
- Windows may face a neighbouring plot only when the required setback and external fire-spread rules are both satisfied. A genuine cross-domain coupling: design language cannot be specified independently of the fire code.
- BUA vs GFAUnresolved
- A secondary claim puts BUA 15–25% below GFA for residential. Unverified and vendor-authored — and the permit fee is charged per sq ft of BUA, so any ambiguity is a direct fee-calculation risk on every case.
